Khmer Rouge Defence Minister SON Sen says internal enemies are off no worry, because they had been “smashed”. Those who used to be with the Vietnamese should be “split up and sent to be carpenters and the like, interspersed with forces belonging to us whose stance is solid”. The local-level talks between the Thai and Cambodian border committees scheduled to defuse the tense situation at the Trat border was postponed by the Khmer Rouge to next week for unknown reasons.

Aranyaprathet District Officer Amnuay said his Cambodian liaison officers had twice confirmed that the 26 refugees sent back to Cambodia last month are alive. “They were all sent back to live with their relatives after an orientation course by Cambodian authorities”.

An attempt by the Thai Foreign Minister to hold higher-level talks with Cambodia over the border conflict received no reply. Meanwhile the Cambodian @UN representative turned down a request to negotiate by his Thai counterpart, Dr. Pracha (photo). https://t.co/tkd9meRq3H After the Thai interior ministry said initial reports of the execution of the 26 repatriated Cambodian refugees were “exaggerated” an official government committee is set up to investigate. The committee will try to send @ICRC officers to Cambodia for a fact-finding mission.

Khmer Rouge Foreign Minister IENG Sary writes a diary entry titled “Documents on Consciousness”: Class contradictions within Cambodian society need to be resolved. “While types of classes (worker, peasants, etc.) were eliminated, their ‘class essence’ was still there”. The Thai National Security Council says the 26 refugees sent back to Cambodia were executed immediately by the Khmer Rouge. It said no more escapees would be sent back against their will. An Interior Ministry rep. said the refugees were spies and therefore sent back.

At the border bridge in Aranyaprathet, Thai officials hand over 26 Cambodian refugees to the Khmer Rouge: blindfolded and with their hands tied. The refugees, all male, had crossed the frontier into Thailand on 15 October and were sent back for “reasons of national security” Khmer Rouge and Thai border guards clashed once again in Trat province. Two Cambodian soldiers were killed and three Thai guards seriously wounded. Lewis Simmons explains in @washingtonpost why fewer refugees escape Cambodia: internal mass migration from area to area has virtually ceased. People are not moving between villages and certainly not between provinces. This hinders escape attempts.
