US President Carter pledged to instruct the US director of the bank to vote against any loans. US embassy officials in Thailand report that the Communist takeover in Cambodia and the resultant flood of refugees to Thailand has strengthened nationalistic fervour and loyalty to the king, which blunted the political operations of the Thai communist party. Phuong Phalla, a leader of a Khmer Rouge youth assembly unit is arrested for inciting the young children of his unit to steal rice.

Decree 21 causes conflict between Thailand’s PM Mr. Thanin & General Kriangsak, head of the military junta. Decree 21, favoured by Mr. Thanin, allows the government to execute anybody without juridical process. It was used against persons trading with Khmer Rouge.

Khmer Rouge S-21 Security Cente reaches the highest capacity for the whole Khmer Rouge with 1,729 prisoners held at one time. onthisday As 200 heavily armed Khmer Rouge troops attacked a border patrol unit across the border in Thailand, the Thai airforce launched airstrikes against Khmer Rouge bunkers and artillery positions.

Cambodia promises no aggression, expansion or annexation, says Khmer Rouge FM Ieng Sary at @UN GA, “not even for a single square inch of land”. He claims every Cambodian receives 312kg of rice in 1977 and says illiteracy has been reduced to 10% of the population.
