While journalists speculate that the Khmer Rouge may have to receive a Thai embassy in Cambodia as price for trade, @NATO diplomats think Algeria, Albania, Romania, Yugoslavia, Egypt, Mauritania and South Vietnam will be permitted to establish a diplomatic presence.
