Thai border police arrests 24 young Khmer Rouge soldiers, who soon after were freed by a larger KR force. Former Cambodian PM In Tam, whose involvement was alleged, says the soldiers tried to desert. The Thai government downplayed the incident and blames the ill-marked border.
