June 20, 1978: The Khmer Rouge Central Committee issues a directive: “Misled Persons who joined the CIA/KGB or served as🇻🇳Agents” will be pardoned for counter-revolutionary activities before 1975.

Duch later describes the directive as a deceptive ploy to calm the population.
